Walmart uses Certegy check cashing service. They do not disclose to the retailer why a check cannot be cashed. I can however tell you Walmart only cashes specific types of checks such as payroll, federal and state issued pre-printed not hand written paychecks or hand written personel checks.
If the check is declined, the customer either has insufficient funds without overdraft privileges, or the account is no longer available.
These are checks issued by the check writer to another person who then passes the check to a third person, usually a business. Payroll checks are typical two party checks. Banks and credit unions generally allow you to cash a check for free if you're an existing customer. As an account holder, you can typically cash or deposit a check in person at a branch, at an ATM, or through the bank's mobile app.
As long as their checking systems are up, they do cash checks on sundays.
