In reality, you are responsible for things which were downloaded under your Apple ID. They may be nice and not make you pay for something one of your children downloaded, but until you resolve that and add a payment method to your account, you can't download apps, even free apps.

Wrong security (CVV) code. Address in your iTunes account does not match exactly the billing address for the card. If you are trying to add the card to the Apple Wallet the issuer doesn't support the Wallet. The card was not issued in the region of the iTunes store.

If you can't add a payment method
Check what payment methods you can use with your Apple Account in your country or region. If you're using an accepted payment method but your Apple Account is set to a different country or region, change your country or region.
