The 2025 GST 2.0 reform in India streamlines the tax structure into a two-slab system (5% and 18%), replacing the 12% and 28% brackets for most goods, significantly reducing prices on essentials and electronics. Key changes include 18% GST on electronics/small cars (down from 28%), lower rates on household essentials, and zero-rated health/life insurance, boosting consumer purchasing power.
The Economic Impact of GST 2.0
The new GST structure isn't just about changing slabs, it has real economic consequences. Experts estimate that GST 2.0 could reduce inflation by up to 1.1 percentage points, as lower taxes on essentials and consumer goods will pull down overall price levels.
Effective October 1st, 2025, a new set of rules for GST return filing will come into effect. This marks the first filing cycle under the GST 2.0 reforms, aimed at improving transparency, control, and accuracy in Input Tax Credit (ITC) management through the Invoice Management System (IMS).
What will be the new 2025 GST rate structure? GST 2.0 reform abolished the old tax structure (5%, 12%, 18% and 28%). The council introduced the new 2-slab structure of 5%, 18% and 40% for demerit.
The rates are now nil, 3 percent (gold and silver), 5 percent, 18 percent, and a new 40 percent de-merit rate – making essentials, healthcare, agriculture inputs, and consumer goods cheaper while luxury and sin goods face higher taxes.
FMCG. Among all sectors, FMCG is poised to be the most immediate beneficiaries of GST 2.0. These are products we use daily, from packaged food to soaps. A cleaner and simplified tax structure directly translates into fewer price distortions, making these goods more affordable and accessible to consumers.
The government, through the GST Council, moved to a simplified tax framework of 5% and 18% with the removal of the current 12% and 28% tax rates from 22nd September 2025, after CBIC notifications come out. Except GST on tobacco and its products, GST rate changes on the rest will be implemented from 22nd September 2025.
Positive Impact of GST on the Common Man
Price Stability and Inflation: GST ensured low inflation rate and price stability. GST revoked all cascading taxes thereby reducing tax burden on goods and services. GST eventually contributed to moderating inflation by streamlining supply chains and reducing tax evasion.

Maximum marginal rate is the highest rate of tax at any income level. This means for those with incomes between Rs 2 crore and Rs 5 crore, 39% will be the highest applicable tax rate, and for those with incomes above Rs 5 crore, it will be 42.74% — the highest tax rate since 1992.
India's Goods and Services Tax (GST) system has entered a new era with the rollout of GST 2.0, effective from September 22, 2025. The Council has simplified the structure into a 5% slab for essentials, 18% for standard goods, and 40% for luxury/sin items, replacing the earlier complex categories.
