Tax filing is difficult because tax laws are complex. They do not have to be but complex laws allow congressmen to make exceptions and exemptions or people willing to give them money to do so.
Governments don't sell products and don't have profits so the only way they can cover the cost of their services is by asking us to pay taxes on the money we earn, the things we buy, and the property we own.
Which country has the highest income tax rate in the world? While many countries have high income tax rates, Ivory Coast currently holds the record for the highest top marginal income tax rate in the world, at a staggering 60%.
The Law: There is no constitutional right to refuse to file an income tax return on the ground that it violates the Fifth Amendment privilege against self-incrimination.
Economic Upheaval: Government spending plays a significant role in our economy. Without tax revenue, government contracts would dry up, leading to job losses and economic instability. Businesses would face uncertainty, potentially leading to closures and further unemployment.
Eight U.S. states currently have no state income tax whatsoever: Alaska, Florida, Nevada, South Dakota, Tennessee, Texas, Washington and Wyoming. New Hampshire, the ninth state on our list, only taxes interest and dividend income.
Most of the government's federal income tax revenue comes from the nation's top income earners. In 2021, the top 5% of earners — people with incomes $252,840 and above — collectively paid over $1.4 trillion in income taxes, or about 66% of the national total.
See Figure 1. Property tax "revolts" not infrequently occur and generate property tax limits that successfully bind for many years. Public services would be cut, other taxes and levies that fall more heavily on low- and middle-income families (including sales taxes, excise taxes, fees and fines) would be increased, or — most likely — both those things would happen.
According to the latest IRS data, the top 1% of earners paid 40.4% of all federal income taxes in 2022. This underscores the extent to which the burden of the income tax system falls on taxpayers from the highest income groups.
Penalty and Interest
There is a 10 percent penalty for not filing your return and/or paying your full tax or fee payment on time. However, your total penalty will not exceed 10 percent of the amount of tax for the reporting period. An additional 10 percent penalty may apply, if you do not pay the tax by the due date.

You generally don't have to pay taxes if your income is less than the standard deduction or the total of your itemized deductions, if you have a certain number of dependents, if you work abroad and are below the required thresholds, or if you're a qualifying non-profit organization.
Taxes provide revenue for federal, local, and state governments to fund essential services--defense, highways, police, a justice system--that benefit all citizens, who could not provide such services very effectively for themselves.
Which Are the Tax-Free States? Alaska, Florida, Nevada, New Hampshire, South Dakota, Tennessee, Texas, Washington, and Wyoming are the only states that do not levy a state income tax. Note that Washington does levy a state capital gains tax on certain high earners.
The Texas Constitution forbids personal income taxes. Instead of collecting income taxes, Texas relies on high sales and use taxes. When paired with local taxes, total sales taxes in some jurisdictions are as high as 8.25%. Property tax rates in Texas are also high.
