A 3-bedroom house can typically accommodate four to six children, in addition to two adults, based on standard occupancy guidelines of two people per bedroom plus one. While HUD guidelines often suggest a maximum of 7 people total, some families comfortably house more by using bunk beds and sharing rooms.
Some states and cities spell out occupancy rules
For example, California and Texas generally follow a “two plus one” model, meaning two persons per bedroom plus one additional person, and their rules are more flexible about the number of children.
A family of four often wants at least three bedrooms, if not four, so that everyone has space.
According to government regulations, there should be no more than two adults per bedroom in a household. This means that if you have a three-bedroom house, it can legally accommodate up to six adults.
How to Calculate Maximum Occupancy Load. The occupancy load is calculated by dividing the area of a room by its prescribed unit of area per person. Units of area per person for specific buildings can be found in the chart at the end of this article.
Overcrowding represents the quotient between the total number of people in the home and the total number of rooms or pieces of the same (90). Households with critical overcrowding are considered those with more than three people per room (excluding the kitchen and bathroom) (91).

Family Size
In a perfect situation, each family member would have their own bedroom, and you wouldn't need any children sharing their space. If you're a family of four, you may want to start with a baseline of three bedrooms, giving each child space for privacy and future growth.

However, a family that has lots of kids and aging relatives living together will need considerably more space. Real estate agents often recommend buying houses with no fewer than three bedrooms. Overcrowding Measures
In this section we assess overcrowding using three measures: persons-per-room (PPR), persons- per-bedroom (PPB), and unit square footage-per-person (USFPP).
The number of people in a 2000 sq ft space varies greatly by use: comfortably, around 10-20 people for a home or offices (100-200 sq ft/person), but can hold 80-120 people for standing events, or 60 people seated for dinners, depending on furniture and layout, requiring careful planning for events. For maximum density (e.g., cocktail parties), you might fit 200+ people (around 10 sq ft/person), but this would be very crowded.
Measure the size of the room by multiplying the length of the room by the width. Measure any obstructions to the usable floor space, such as furniture, and subtract this from the total number. As a general rule of thumb from Office Finder, 175 sq. ft. is allocated per person so divide this final number by 175.
Occupancy rate is calculated by the total number of employees in the workplace at any given time against total capacity. For example, if your space can hold 1,000 employees and around 800 come in on a particular week, the occupancy rate for that week is 80%.
