You can't directly "block" a person from sending you general Apple Pay money, but you can stop them from sharing an Apple Card Family account, manage your Apple Cash settings to require manual acceptance, or simply reject unwanted payments in the Wallet app, which blocks future transactions from that contact in Messages too, preventing most Pay-related contact.
Reject a payment in Wallet
Open the Wallet app on your iPhone, tap your Apple Cash card, then look for the payment in Latest Transactions. Tap the payment, tap the payment again, then tap Reject Payment.
If the other person hasn't accepted the payment, you can cancel the payment until they accept it. If the person doesn't accept the payment within 7 days, the money automatically returns to you.

If your account is restricted while under review, you can't send or receive money with Apple Cash, or add money to your account. If your account is locked while under review, you also can't transfer money to your bank or make purchases with Apple Pay.
Your card has been temporarily locked. Your card or the transaction account has insufficient funds or limit for the transaction. An incorrect card PIN has been entered at the terminal. The terminal does not support contactless payments.
If your transaction is declined, you will be able to view the transaction in Apple Pay but it will be designated as Declined and shown with a strikethrough the amount.
