In India, all businesses and individuals registered under the Goods and Services Tax (GST) Act must file GST returns. This includes regular taxpayers, entities under the composition scheme, e-commerce operators, and businesses involved in inter-state supplies, with filing frequency depending on turnover.

GST exemption from registration
A person whose turnover falls below the threshold exemption limit—INR 40 lakhs for goods, INR 20 lakhs for services, and INR 20 lakhs (or INR 10 lakhs in special category states) for specified categories.
Customers do not pay GST on goods and services that are GST‑free such as basic food, many medical and health services, some education courses, childcare, certain medical aids, and exports.
If you haven't specifically registered for GST, you are not registered for GST. You won't have to charge GST, and you can't apply for GST refunds. If you HAVE registered for GST, even if you aren't required to, or you aren't over the $75,000 threshold, you must collect and pay GST.
You have to start charging GST/HST on the supply that made you exceed $30,000. You exceed the $30,000 threshold 1 over the previous four (or fewer) consecutive calendar quarters (but not in a single calendar quarter).

GSTR-4 (For Composition Scheme Businesses)
This is for small businesses that have chosen the GST Composition Scheme (yearly sales up to ₹1.5 crores, or ₹75 lakhs in special states). These businesses pay a small, fixed percentage of their sales as tax and have simpler rules. How Often to File: Annually.
Composition taxpayers can file Annual Return in Form GSTR-9A. Annual Return is not required to be filed by casual taxpayer / Non Resident taxpayer / ISD/ OIDAR Service Providers.

Claim the GST Refunds
If the SMB is exporting goods or services or providing them to SEZ, or if the SMB has accumulated ITC as a result of the inverted duty structure, the SMB may submit a refund application with the GST Department and claim the refund.
Taxpayers should report details of nil rated and exempted outward supplies in the Section “3.1 Tax on outward and reverse charge inward supplies” and the details of exempt, Nil and Non-GST inward supplies in the Section “5. Exempt, nil and Non-GST inward supplies”.
